      <image:title>Fact Sheet - 2024 Voter Turnout</image:title>
<image:caption>In the 2024 Presidential election, voter turnout was higher in the seven (7) swing states compared to the non-swing states. Wisconsin (a swing state) had the highest voter turnout (75%) of all the states, while Hawai’i had the lowest (49%). The number of coveted swing states continued to shrink, so that – in our perverse system – only one-fifth of U.S. voters determined the outcome of this election. In 2024, the swing states were Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania, and Wisconsin. Data sources: University of Florida Election Lab, Ballotpedia.org, and Wikipedia.org. Data analyzed January-February 2025.</image:caption>

      <image:title>Fact Sheet - 2016 Voter Turnout</image:title>
<image:caption>In the 2016 Presidential election, fewer voters cast ballots in the non-swing states, compared to the swing states. This difference represents over 12.7million votes. Voters in 40 non-swing states (including the District of Columbia) once again had a disincentive to cast a ballot. In 2016, the swing states were Colorado, Florida, Iowa, Michigan, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania, Virginia, and Wisconsin. <image:title>Fact Sheet - The three-fifths compromise.</image:title>
<image:caption>In the late 18th Century, the populations of the northern and southern states were nearly equal — but one-third of the South’s population was enslaved, and therefore could not vote. Realizing that the South would be at a considerable disadvantage, the three-fifths compromise stipulated that each Black individual would count as three-fifths of a White individual when determining a state’s Congressional delegation. This increased the size of the South’s Congressional delegation by 42 percent. Image courtesy of National Burial Database of Enslaved Americans.</image:caption>

<image:caption>House Joint Resolution 14, Proposing an amendment to the Constitution of the United States to abolish the electoral college and to provide for the direct election of the President and Vice President of the United States. Representative Steve Cohen [D-TN], Chair of the House Judiciary Subcommittee on the Constitution, Civil Rights, and Civil Liberties, introduced this joint resolution on January 11, 2021. A joint resolution typically works in the same manner as a bill; this mechanism is used to propose amendments to the U.S. Constitution. H.J. Res. 14 has eight co-sponsors (see list below), and has been referred to the House Judiciary Committee.</image:caption>
